The Environmental Impact Report on the 230000 ton/year Hydrogen Peroxide and 150000 ton/year Epoxy Propane Project of Shandong Minxiang Chemical Technology Co., Ltd. (draft for soliciting opinions) has been prepared. In accordance with the spirit of the Environmental Impact Assessment Law of the People's Republic of China, the Public Participation Measures for Environmental Impact Assessment, and other documents, the environmental impact assessment of the project is now publicly announced, In order to widely understand the public's attitude towards project construction and their opinions and suggestions on environmental protection, and accept public supervision.

The Environmental Impact Report on the 230000 ton/year Hydrogen Peroxide and 150000 ton/year Epoxy Propane Project of Shandong Minxiang Chemical Technology Co., Ltd. was approved by the Zibo Ecological Environment Bureau on October 31, 2019 (Zihuan Shen [2019] No. 68). The project includes hydrogen peroxide and epoxy propane devices. The project started construction in May 2020. As the construction progress progressed, Minxiang obtained more comprehensive and detailed material data. Minxiang found that there was a significant gap between the material data of the hydrogen peroxide device entering the exhaust gas and solid waste during the environmental impact assessment period, with an increase in exhaust gas pollutant emissions and a decrease in solid waste pollutant emissions. In addition, during the construction drawing design stage, a main VOCs discharge outlet was added to the hydrogen peroxide device. After comparison with the Notice on Issuing the List of Major Changes in Pollution Impact Construction Projects (Trial) (Environmental Impact Assessment Letter [2020] No. 688), it is found that significant changes have occurred to the project and a new environmental impact assessment is required. The project has an investment of 1212.484 million yuan, of which 98.7 million yuan is for environmental protection. Along with the construction of the main equipment, supporting facilities such as waste gas treatment, sewage treatment, solid waste storage, accident water tanks, and public and auxiliary projects will be constructed.

Shandong Minxiang Chemical Technology Co., Ltd. conducted a public participation announcement on its website on March 19, 2022, and published two public participation announcements in Shandong Business Daily on March 21, 2022 and March 23, 2022. No objections were received during the project public investigation.
